Used to be innocuous, but recently forced me to the setup every time I login

Instead of going to the dashboard, the plugin forces me to set it up each time now. Pretty suspicious. When I deactivate the plugin, it still forced me to the set up page instead of the admin, only this time it tells me I don’t have permission to access the page. What a headache.
